1 Tight school budgets could soon translate into Missouri school districts’ selling ad space on yellow school buses.



2 Missouri state Rep. T.J. Berry, R-Kearney, says his bill—HB 224—isn’t a cure-all by any stretch. But legalizing ads inside and outside the buses would give school districts one additional way to raise money in these tough times.



3 “Every single school district has had to deal with budget concerns,” Berry said last week. “And generally speaking, the way they have had to deal with those has been cuts or tax increases.”



4 The school bus is something that is already out there and paid for, he said. His bill would permit districts to generate a modest stream of income from their buses.



5 Few question the need for finding additional funds when it comes to educating children, but at least two groups think the school bus exteriors should remain ad-free.



6 “There is no such thing as free money,” said Josh Golin, associate director for the Campaign for a Commercial Free Childhood. “There are real costs to this: the price of selling out your students to advertisers.”



7 Students don’t need the first and last message they receive from their schools each day to be advertisements, Golin said. Students boarding a bus are certainly a captive audience.



8 The National Association of State Directors of Pupil Transportation Services opposes advertising on safety grounds. Obscuring the recognizable school-bus yellow exterior with ads and distracting other drivers “present a safety problem around school buses that cannot be ignored,” the group said in its position paper.



9 National studies have shown that anything that diverts a driver’s attention from the road can pose a hazard, opponents say.



10 “And a big yellow bus doesn’t distract?” Berry asked.



11 Several years ago in Indiana, a Department of Education lawyer suggested that allowing advertisements on buses would invite First Amendment challenges by spurned advertisers, the group noted.



12 Berry said the bill would limit the types of advertising that would be allowed.



13 The regulations would prohibit ads that contain obscene or sexual material, or messages associated with gambling, tobacco products, alcohol, and political campaigns or causes. The ads could not promote drug use or “any illegal activity or antisocial behavior.” They can’t contain “harmful, discriminatory, false, misleading or deceptive” messages.



14 “There are a lot of safeguards being built in,” he said.



15 Berry emphasized that the space reserved for the ads would be “very limited,” meaning toward the back of the bus.



16 By 2012, nine states—Arizona, Colorado, Massachusetts, Nevada, New Jersey, New Mexico, Tennessee, Texas and Utah—permitted advertising on the exterior of school buses, according to the Campaign for a Commercial-Free Childhood. Several, including Missouri, considered it last year.

1 In the winter of 1976, when I was only four years old, my family moved into a modest home in a growing Greenville neighborhood. Upon a slope on one side of the house, stood a dozen tree sprigs looking rather bald and barren. By springtime, however, the little trees began growing taller and bushier by the day. Upon exploring the hillside in mid-July, I noticed hundreds of quarter-sized, pinkish orbs dangling, daring me to pick just one. Of course, I did.

2Plums? I questioned. Yes, plums. she reiterated. She explained that these were not the same as the deeply colored, voluptuous kind I had seen in the market. These were a smaller and much sourer variety.

3 Knowing that they were safe, I ate enough that one afternoon to give me a stomach ache that lasted two days. As the plums became riper and sweeter, my grandma and I picked enough to fill two enormous buckets. She taught me to make jelly from the tiny fruits which we could enjoy all winter long.

4 Years later, I was driving down a long, winding highway when I noticed several wild plum trees lining the hedgerow. I had to pull over. I picked a heaping handful. As I sat there on the side of the highway, I basked in the tartness of my childhood fruit and in the sweetness of the memory of making jelly with the greatest woman I have ever known.

1 Crime is a continuing problem in our society, and to combat it, we must engage in a variety of tactics to give the courts and law enforcement the tools they need to keep us all safe. One valuable tool is a teen curfew, a simple law that restricts when youths under 18 years old can be outside of the home.

2 The benefit of curfews is twofold—they reduce the number of people on the streets who might cause trouble, and they keep youths safe. Even good kids might be tempted to get in minor trouble late at night. Small violations can take up large amounts of police time—time that is better spent dealing with more serious issues. A curfew just takes away the opportunity for kids to get in trouble by keeping them at home.

3 While some teens may be irritated by such restrictions, curfews actually keep youths safe. An old saying goes, “Nothing good happens after midnight.” For young people, this is particularly true. Serious crimes often happen at night, and curfews can keep kids from becoming victims.

4 Many cities set curfews for 11 p.m. during the week. There is simply no need for teens to be out of the house after that. At that hour, students should be done with part-time jobs, sports events, or other activities. Some cities allow teens to stay out until midnight on Fridays and Saturdays. However, most believers in curfews would argue that an earlier deadline would be much more effective.

5 Of course, children can always be out with their parents or guardians. The purpose of the curfew is to make sure teens are under some sort of adult supervision. This can take place at home or away from home, as long as adults are present. Curfews have been proven to work. A 1997 United States Conference of Mayors survey of 347 cities found that curfews improved safety in 88 percent of the cities that enforced them.

6 A teen curfew is not going to immediately end all crime, but it will help. In conjunction with other techniques, such as graffiti cleanup, educational and recreational opportunities for youths, and police intervention in high-crime areas, a teen curfew can help keep us all safer.
